Role of the Council Speaker

Understanding the responsibilities and functions of the Speaker in the municipal council

The Speaker of the Municipal Council is a key figure in local government, responsible for chairing council meetings and ensuring the efficient functioning of the council as the legislative arm of the municipality. The position of Speaker was established to separate the legislative and executive functions within local government, enhancing checks and balances.

Key Responsibilities of the Council Speaker:

  • Preside over meetings of the municipal council and ensure compliance with the council's rules and orders
  • Maintain order during council meetings and enforce the Code of Conduct for councillors
  • Ensure that council meetings are conducted in accordance with the Municipal Structures Act and other applicable legislation
  • Allocate time for debate on matters before the council
  • Protect the rights of all councillors and ensure that minority parties have adequate opportunity to participate in the proceedings
  • Ensure public participation in the legislative process of the council
  • Act as custodian of the council's integrity and defend its autonomy
  • Coordinate the work of council committees and ensure integration of their activities
  • Implement the system of delegations of the council

The Speaker must be politically impartial when chairing council meetings, ensuring fair treatment of all political parties and interests represented in the council. This facilitates open and democratic debate, leading to decisions that serve the best interests of the community.

In the City of Matlosana, Speaker Phiri has implemented various reforms to enhance transparency in council proceedings, including improved public access to council meetings and the modernization of record-keeping systems for council decisions.
