Understanding the responsibilities and functions of the Speaker in the municipal council
The Speaker of the Municipal Council is a key figure in local government, responsible for chairing council meetings and ensuring the efficient functioning of the council as the legislative arm of the municipality. The position of Speaker was established to separate the legislative and executive functions within local government, enhancing checks and balances.
The Speaker must be politically impartial when chairing council meetings, ensuring fair treatment of all political parties and interests represented in the council. This facilitates open and democratic debate, leading to decisions that serve the best interests of the community.
In the City of Matlosana, Speaker Phiri has implemented various reforms to enhance transparency in council proceedings, including improved public access to council meetings and the modernization of record-keeping systems for council decisions.
